We offer many programs and services to support Deaf, Hard of Hearing, and DeafBlind individuals, their families, and professionals in the field. These include help with communications technology, accessibility, education, training, and information. Our goal is to make sure everyone has what they need to connect, learn, and participate in their communities.

Programs We Offer

Colorado Early Hearing Detection & Intervention (COEHDI)

The Colorado Early Hearing Detection and Intervention (COEHDI) program collaborates with other state agencies and COEHDI partners statewide to support a coordinated system of care for Deaf and Hard of Hearing children, aged birth to 36 months, and their families. Priorities include: support for hearing screening, diagnosis/identification, and early intervention efforts to ensure appropriate language, communication, and social development for children with hearing differences.

Communication Access Services

Our Communication Access Services (CAS) program supports making communication accessible. Services provided include certified sign language interpreters and Communication Access Realtime Translation (CART or live, human-generated captioning) to ensure Deaf, Hard of Hearing, and DeafBlind Coloradans can fully participate in everyday life

We oversee both Legal Communication Access Services (LCAS) and Rural Communication Access Services (RCAS). LCAS supports communication access in certain court and legal settings and RCAS connects community members in rural Colorado to qualified communication access providers.

Communications Technology Access Program

The Communications Technology Access Program (CTAP) includes: Communications Technology Program (CTP), the National DeafBlind Equipment Distribution Program (NDBEDP) also known as ICanConnect (ICC), and Telecommunications Relay Services (TRS).

The three programs provide access to communication, devices, education, and resources to qualified Deaf, Hard of Hearing, DeafBlind, and speech-disabled individuals.

DeafBlind Programs

Our DeafBlind programs help individuals gain equitable access to information in their environment and everyday life.

Community Interveners provide ongoing communication and access support to help build connections and understanding.

Orientation & Mobility (O&M) Specialists services teach safe and independent travel skills.

Support Service Providers (SSPs) assist with communication and environmental information during community activities.

Grant Application

The Grant Program was created by the Colorado legislature, and grant recipients are selected based on the recommendations of the Division’s Grant Program Committee. 

Priorities for grant funding include:
Community-based planning to improve coordination and access to services.
Start-up programs that are currently lacking at the state level
Support for existing services and programs.
Communication or environmental access services (for exceptional cases, as this funding is not intended to supplant organizations’ ADA obligations).
Other projects that meet the overall purpose of the grant program, as determined by the grant selection subcommittee.

Training, Outreach, & Presentations

The Division provides a wide variety of training, outreach, and presentations (TOP) free of charge. Topics are focused on serving the Deaf, Hard of Hearing, and DeafBlind communities, their families, and the professionals who work with them.
